Air pollution is a matter of high concern globally and in India because of its impact on public health, crop production, weather, climate, ecosystems, heritage, and the significant implications on economic productivity and efficiency. It is among the top risk factors for ill health in India; out of an estimated annual 7 million premature deaths caused by air pollution globally, approximately 1.24 million premature deaths occur in India (Lancet, 2017). Economically, as per a World Bank assessment (2016), it is estimated that excluding the cost of health care, the cost of air pollution to India amounts to 8.5% of its GDP($560 billion). Furthermore, with air being a pure public good, ubiquitous in its distribution, air pollution is also critically linked to many of the SDGs, thereby having the potential to undermine efforts in achieving them.

Given India’s complex and enormous development challenges, with goals of eradicating widespread poverty and hunger among the most important for the country, accelerated economic activity over the last three decades has contributed to the worsening of ambient air quality. Urban centres in India have witnessed some of the poorest air quality in the world; the World Air Quality Report 2019 indicates that with respect to the ambient concentrations of PM2.5, half of the world’s 50 most polluted cities are in India. However, air pollution is not only an urban issue; as air is a free-flowing entity, increasing impacts of degrading air quality are felt at a regional scale in India, particularly over the Indo-Gangetic plains.

UN Environment Programme (UNEP) and the Climate and Clean Air Coalition (CCAC) are creating an action-oriented platform for facilitating coordination and support to NCAP and its objectives. Recognizing the value of innovation & outreach; partnering with the corporate sector is a major adjunct of the Air Quality Action Forum (AQAF). A consultant is required to support outreach and partnership aspect of this endeavour.

Duties and Responsibilities

Summary Of Key Functions

A consultant is needed to manage the partnership with the Donor- Paytm Foundation for the development of the plans for the forming of the Air Quality Forum, to bring synergy in the role of the Donor with the project. The consultant will identify and liaison with other stakeholders to achieve maximum engagement of partners on air pollution mitigation. The consultant will develop and implement a strategy for communication and awareness on air pollution mitigation.

Duties And Responsibilities

  • Manage relationship with the donor on the forming and launch Air Quality Action Forum (AQAF) and ensure its alignment with the objectives of the organization
  • Develop engagement plan with the donor for the forming of the AQAF
  • Work with the donor to engage other potential partners
  • Develop strategies to mobilise resources to ensure sustainability of the forum
  • Prepare biennial narrative reports for the donor regarding the work progress
  • Engagement with the UNEP Clean Air Patron
  • Prepare final narrative reports for the donor regarding the work done
  • Identify and engage with key stakeholders working on air pollution in India
  • Identifying the key implementing and funding partners working on air pollution issues in India
  • Undertake activities related to convening the identified partners under the AQAF and documenting their efforts and plans
  • Extending support to the MoEFCC in synergizing the efforts of multiple partners in India
  • Develop and implement a strategy for communications & awareness
  • Design the communications & awareness strategy for the launch of AQAF & the Solutions Centre
  • Prepare strategy for comprehensive dissemination of the outputs of the AQAF
  • Lead outreach on Air quality for major UNEP events like the World Environment Day, International Day of Clean Air for Blue Skies.
  • Prepare outreach strategy for UNEP-ICO on Air pollution issues in India

Competencies

Functional Competencies

  • Ability for problem-solving, multi-tasking, meet deadlines and work under pressure, strong follow-up skills
  • Providing support to the donor to enhance programme effectiveness Ability to capture, develop, share, and effectively use information and knowledge
  • Competency to engage with multiple stakeholders and coordinate their activities
  • Creating visibility for AQAF and its partners
  • Excellent organizational, general administration, time management skills
  • Facilitating quality programme implementation

Required Skills And Experience

Educational Qualifications

  • Should have management and PR qualification from a reputed institution.
  • Excellent writing, communications and liaison skills are necessary.
  • Minimum of ten years post-Master’s professional experience

Experience

  • Previous experience of working in a reputed development agency or part of the communication team of a reputed organization with global exposure and cross-functional teams
  • Experience in the usage of multiple media platforms is required

Other Requirements

  • Coordinating skills related to air pollution mitigation
  • Expertise in forging alliances and partnerships, business development, marketing & communications
  • Expertise in creating community/ public/ organizational awareness of the projects through PR/ media promotion/ seminars/ workshops/ direct approach
  • Ability to undertake resource mobilization for new initiatives
  • Extensive experience in Marketing and PR for events, conferences, seminars, workshops, promotional launches, and personalities

Remuneration package is Rs 2,12,899 per month (taxable). UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
